Submissions to directories and search engines
There are many such resources in Internet, and placing a link to your web site at least at major resources, that have good PageRank, is a good improvement. As your website is submitted to the directory or search engine, that means, this resource has a link to your website. For such search engines as Google, the more are links to your website in the Net, the more is popularity of your website, the higher it will be in the search list. Also people will come to your web page while browsing the directory, where it is submitted.
By the way, directory is an alphabetical list of names and addresses; in computer science, a listing of the files stored in memory.

In this way, you give usefull information to the people, who are looking for it, due to this they are more likely to visit the website you mentioned. And you get an additional link to your website.
Some forums are using "rel=nofollow" attribute to the links that have been placed on it. That means, the search engine won't count this link (maybe :)).
